Request for New Project Proposals in Local Competition for Chittenden County FFY2026 HUD CoC Program
We are offering two information sessions for those interested in applying and/or learning more about this opportunity. Both sessions will cover the same information. Afterwards, we will issue a full set of written responses to questions asked during the sessions.

If you will or may submit a project application for the local competition, you can prepare now by:
creating an account (or confirming that you already have an account) in United Way's grant application portal for submitting applications for this local competition (see instructions for accessing Foundant Grant Portal), and
confirming your organization's SAM registration is up to date and that you have an active and accurate organizational account in e-snaps — HUD's application portal for those projects selected through the local competition. (Please note: your organization's name must be entered exactly the same for SAM and e-snaps — make sure you enter the same words, spelling, punctuation, capitalization, etc.)

FY2026 HUD Notice of Funding Opportunity
June 17 2026 - United Way of Northwest VT, as Collaborative Applicant for the Chittenden County Continuum of Care (CoC)/Chittenden County Homeless Alliance (CCHA), is releasing this Request for Proposals (RFP) for local competition for the HUD CoC program, along with several documents needed for submitting applications.

Applications for the local competition are due by July 14, 2026, before 5:00 pm.
This RFP is based on priorities and terms outlined in HUD's FY2026 Notice of Funding Opportunity (NOFO) as well as local community priorities, needs, and opportunities. (You can find the NOFO details here: https://www.hud.gov/hud-partners/coc-program-competition)
Please note: we are issuing this RFP as scheduled even though we do not yet have two pieces of information that we would normally have from HUD at this point in the process:
the Annual Renewal Report from HUD, which will confirm the amounts of funding available in each category. The RFP we are sharing now includes estimates for those amounts; we will update/confirm those amounts as soon as we receive the information from HUD.
the application questions that will be included in the formal application to HUD for any projects selected through the local competition. We are sharing a draft set of questions to be used in the local competition, based on what we anticipate will be the sections required by HUD. We will update the local application questions, if needed, as soon as HUD releases their application questions.

Youth Homelessness NOFO Registration Open
On June 10, 2026, the U.S. Department of Housing and Urban Development announced the publication of the Youth Homelessness NOFO, which combines funding from FY2024 and FY2025 for both the Youth Homelessness Systems Improvement (YHSI) grants and Youth Homelessness Demonstration Program (YHDP). Unlike previous YHDP competitions, eligible applicants for the Youth Homelessness NOFO include both Continuum of Care (CoC) and non-CoC organizations, including faith-based organizations, non-profit organizations, and Tribes and Tribally Designated Housing Entities (TDHEs).
The registration process to apply for YHSI and YHDP community designation is now open in e-snaps and will close on July 8, 2026. Please see the Youth Homelessness Programs webpage for detailed instructions and other application support materials.
In order to apply for YHSI and YHDP community designation, community applicants must be registered in the e-snaps application system. YHSI and YHDP Community Applicants that are not CoC Collaborative Applicants must complete and submit a modified Youth Homelessness registration for your community in e-snaps to gain access to the Consolidated Youth Homelessness. A new registration is required for:
YHSI and YHDP Community Applicants who are not a Collaborative Applicant for a CoC
Collaborative Applicants who are applying for a YHSI or YHDP geography that is larger or smaller than the area covered by their CoC.
Collaborative Applicants with a valid FY 2025 CoC Program Registration will automatically have access to the Youth Homelessness Application and YHDP Priority Listing, since HUD already has their registration information. HUD anticipates opening the Youth Homelessness Consolidated Application materials soon.

August 10, 2026: Applications for the Youth Homelessness NOFO, including YHDP Priority Listing and YHDP project applications are due

Submit questions to youthdemo@hud.gov. Reponses will be provided during normal business hours Monday through Friday. Questions submitted on weekends and Federal holidays may take longer to receive responses.

For this specific opportunity, unlike the CoC Program NOFO or the CoC BUILDS NOFO, the Collaborative Applicant (United Way) does not have to be the applicant, but we do want and need to know who is or may be applying.
